How can I find that having ESR approval is mandatory for design based on ACI? Is this written in the code like ACI (specific phrase)?

ESR approvals are not necessarily required for design or construction but many design professionals and code officials rely on them. ICC Evaluation Service is an independent third party that is well established in the construction industry. Acceptance Criteria are developed by ICC-ES to establish a baseline for the testing of specific products. There are many construction products not covered by an Acceptance Criteria due to the vast number of products and possible uses. ICC-ES performs an analysis of the test data submitted by each manufacturer and then publishes an Evaluation Service Report for that product or group of products. The ESR presentation format is consistent between manufacturers which allows for easier interpretation of the key product information including intended uses, performance data and installation requirements.
The International Building Code (IBC) does allow for “Alternative materials, design and methods of construction and equipment,” as noted in Section 104.11 of the 2015 IBC. Similar language has been included in previous versions of the IBC.
