Akhlesh,
When it comes to older concrete, there is not a definitive answer as to whether an adhesive or mechanical anchor is better suited due to the parameters of the specific project. A good starting point would be the Hilti Anchor Selection Chart on pages 6-9 of the Adhesive Anchor Technical Guide (https://submittals.us.hilti.com/PTGVol2/#6) to help narrow down the selection.
