When you say development, is that the to say you have a bond strength that will sustain a yeild stress level in the bar? or ultimate stress level perhaps?

Walter,

Per the Rebar DEvelopment provisions, the design will be based on the fact that the rebar will be emebeded deep enough to develop the yeild stress of the bar (https://submittals.us.hilti.com/PIR_Guide/files/assets/common/downloads/publication.pdf).
