Steel failure modes
Why are steel failure modes combined with concrete failure modes in the interaction equation? Wouldn't it be more accurate to check steel failure modes and concrete failure modes individually?

Per ACI 318 Anchoring-to-Concrete provisions, when performing the interaction check φNN and φVN represent the controlling design capacity between steel failure, concrete breakout, pullout/bond failure, etc. For more information on this, you can reference the PROFIS Anchor Design Guide “Interaction Calculation” section (https://submittals.us.hilti.com/PROFISAnchorDesignGuide/#346/z).
