Permissible locations of screw anchors in CMU walls with respect to bed joints

The Hilti manual is quite specific concerning the permissible location of screw anchors installed in grouted CMU adjacent to vertical masonry head joints. However, there is no limitation noted with respect to horizontal bed joints. Is this an oversight, or is the capacity of the screw anchors in a grouted CMU wall immediately adjacent to or within a bed joint not a problem?

In ICC-ES ESR-3056 Section 4.1.2 (https://www.hilti.com/medias/sys_master/documents/h4a/9221397872670/ICC_ESR-3056_for_Kwik_HUS-EZ_Screw_Anchors_in_Masonry_Approval_document_ASSET_DOC_LOC_30.pdf), the report will state:
"The allowable tension and shear loads are for anchors installed in the grouted cells, the center web of concrete masonry units and horizontal mortared bed joints of fully grounted CMU."
