For shear dowel applications, you are correct that the limited concrete depth will not allow for the development of the post-installed rebar per ACI 318-14 Chapter 25. An alternative approach to this scenario is to reference the Palieraki Method, which will look at shear friction theory in order to achieve development of hte rebar.
