Himanshu,
The minimum spacing between rebar will be based on the design method which is chosen for the project. If you are designing per ACI 318-14 Chapter 17 (Anchor Theory), you can find the minimum spacing/edge distance requirements in Section 4.1.1 of the ICC-ES Evaluation Report. On the other hand, if you are designing per ACI 318-14 Chapter 25 (Rebar Development Theory), would will need to review Section 4.2.3.
