Minimum Allowed Spacing for 3/8" KB-TZ Anchors

Looking at ICC-ESR report 1917 tables 3&11, why is the minimum spacing of each 3/8" diameter, 1-1/2" long anchor 8"? For larger anchors this spacing should increase but why is it that the smallest anchor in this series requires an 8" o.c. spacing between each anchor?

Furthermore, this result is what HILTI Profis uses. When I can only use 3/8"X1-1/2" KB-TZs due to concrete thickness limitations HILTI Profis cannot generate a solution because the spacing is less than 8".

As noted in ICC-ES ESR-1917, the 3/8” KWIK Bolt-TZ at the 1-1/2” effective embedment depth, does require a minimum spacing is 8.00” inches, per testing performed in accordance with ICC-ES AC193 and ACI 355.2. This is due to the shallow concrete member thickness that testing was performed in, thus resulting in the large spacing and edge requirements. In PROFIS Anchor, since the software utilizes the ICC-ES Evaluation Report and ACI 318 Anchoring-to-Concrete provisions, it will mirror the results that you are seeing in ESR-1917.
