"ASTM E3038 is ASTM’s somewhat recent standard that is intended to provide guidance to anyone who needs to evaluate the credentials of an individual seeking to be approved as a special inspector of firestopping on a job. However, since it isn’t referenced in any regulatory document such as the building code (IBC), it is not mandatory. Thus, it would be up to the approving authority to decide whether to use ASTM E3038 or not in making their approval decision."
