finally meeting the requirement of ACI 355.2. is mandatory or not?

Based on ACI 318, mechanical anchors shall meet the requirement of ACI 355.2.
but in ACI 318-14 for instance in part "17.7.6" mentioned that "unless determined from tension test in accordance with ACI-355.2 or ACI-355.4 the critical edge distance ...."
It is not clear to me.
finally meeting the requirement of ACI 355.2. is mandatory or not?

In ACI 318-14 Section 17.7: “Required edge distances, spacings, and thicknesses to preclude splitting,” the provisions listed in this section are stating the minimum spacing/edge distance/effective embedment/critical edge shall be determined from testing in accordance with ACI 355.2 (mechanical anchors) or ACI 355.4 (adhesive anchors). Therefore if a product has been tested under ACI 355.2 or ACI 355.4 then you will use the data from testing to give the edge distance, spacing and concrete thickness, which is commonly provided in a product’s ICC-ES Evaluation Report (or ESR). The additional commentary states, that if a product has not been evaluated under the ACI acceptance criteria, then it is acceptable to use the minimums as stated.

dear Bryan, thanks for answer but I knew the scenario you mentioned here and exactly the scenario is my question. again and again in ACI318 points that "anchors shall meet the ACI 355.2 and ACI 355.4", but it is possible for us to say that: "if a product has not been evaluated under the ACI acceptance criteria"!!! Is it ok to use a product which is not tested under ACI 355.2 or ACI 3554 per ACI318?!!!

The use of an anchoring product that has not been tested under the ACI qualification testing standards will be based on an Engineering Judgement by the design engineer; however, you can reference the following question: “Why ESR approval is needed for design” for more information on this: https://ask.hilti.com/questions/why-esr-approval-is-needed-for-design/dvhecy.  

Ultimately though, it is an Engineering Judgment to determine if a product meets the intent of the code by the design engineer of Authority Having Jurisdiction.
