Definition of "cracked" and "uncracked"

What definition does Hilti Profis 2.7.8 use for "cracked" and "uncracked" concrete, for adhesive anchors?  I know what the drop down window says about "cracked" during the course of using Profis, but the engineer for a reputable aluminum guard railing manufacturer in our area believes that Profis requires "uncracked" concrete, where the anchor is being placed, to be completely in compression for all load cases, for installation of railing.  I have searched ACI 318, Appendix D, for 2008 and 2011, and, so far, have not found "uncracked" to meet that requirement.  What am I missing?  Thank you.  JHR, PE  Plymouth Meeting, PA

John,

Selecting uncracked or cracked concrete will affect the values that PROFIS Anchor will pull for performing calculations. See page 37 in the PROFIS Anchor Design Guide here for further information on the definition of cracked and uncracked concrete. Uncracked concrete is permitted only for cases where it can be shown that cracking of the concrete at service load levels will not occur over the anchor service life. It will be an engineering judgment and up to the engineer on the project and the jurisdiction to determine whether the concrete will be cracked or uncracked.
