What is meant, "bars are not developed"?

Hi Customer,

thank you for your question. Reinforced concrete theory refers to the “development length” of a reinforcing bar. The development length is the calculated length assumed to permit the embedded bar to reach its yield stress without splitting failure of the concrete occurring. Therefore, bars that are not “developed” would refer to bars that are not installed at a deep enough embedment to yield the bar and preclude splitting failure of the concrete.
