Changes to Steel I-Beam, are they safe?

The steel company deviated from what the plan showed (don't know why) and notched out, where the beam rests on the concrete wall, the bottom flange and part of the web and then partially welded on a bottom plate instead of putting the full beam on a plate. Is it safe what they did? Did it weaken the bearing load of he beam?
