Can i use Hilti Anchor Software for designing Rebars (for concrete sections) as Anchors?

I was wondering if i have a new reinforced concrete section that needs a connection with an existing reinforced concrete element.

Can i use the Hilti Anchor by choosing the rebar as anchor in the products?

If yes, then shall we put our concrete section dimension instead of the plate dimension?

I am just worried that this may only applies for steel members connected with base plates to the concrete, while the applications where we have concrete to concrete is not too clear if its ok to use the concrete section instead of the base-plate and how will that affect the calculation?
