Anchoring in to "Green" Concrete

It is accustomed for facilitating steel frame construction to anchor column base plates in to “green” concrete and moving forward with frame assembly.
The risk associated with this is to apply too much torque to the anchor bolt at the time of tightening. Excessive tightening torque generates excessive tensile force which can lead to concrete failure.
What tools Hilti can offer to allow calculations for the torque at the given time of concrete curing period?
Do you have graphs or tables for the anchor bolts torque tensile force relationship?
Do you have concrete graphs showing relationship concrete strength to curing time relationship specific for the anchor bolts tightening procedure?
Do you have any software allowing estimate tightening torque for the given curing time of concrete?

Section 2.1.2 of our 2017 online Anchor Fastening Technical Guide provides information regarding anchoring into green concrete.  Reference the last paragraph on page 11 and the top of page 12.
