Epoxy anchors closed to cast in place anchors

Hello, The specified cast-in place anchor rods were wrongly cast and they do not align with base plate holes, see attached. They are off by 2" minimum to 4" maximum. Can we abandon cast-in place anchors and drill new epoxy anchors close to existing? If so, please provide the specifications
